Streamlining the design process your company follows can improve efficiency and reduce the development costs of bringing a product to market. Formalising the process makes the decision process easier and means that all involved parties are on the same page. All parties understand what steps need to be followed for successful product launch, and who is responsible at each stage. Ideas such as dealer consultations, concept reviews, go/no-go gates, prototyping should all fall in a logical sequence to reduce backtracking and duplication of effort.

What it does in essence is describes what the goals for the product are: aesthetics, methods of manufacture, user groups, target market, etc. It is the equivalent of a business plan for a product. The design brief is specific enough that it provides guidance in what the product will become, but does not dictate the final solution. The design brief is a living document be added to and modified as required through the project.
